A directive is a decision of community law aiming to promote harmonisation of EU Member States’ national legislations.

It requires Member States to reach an objective but how they reach it is their choice (e.g. laws, decrees, general principles).

Unlike a European regulation which directly affects the Union’s citizens, a directive is not applied directly to companies or individuals and necessitates transposition.
