The rapporteur is the MEP in charge of preparing a report.

Report (including own-initiative reports)

Within the framework of ordinary legislative procedure, a parliamentary report prepares the position of the European Parliament. Written by an MEP chosen from the relevant parliamentary committee, it mainly contains suggested amendments and a presentation giving reasons for the proposed amendments. As the treaties have given the right of initiative to the European Parliament, the parliamentary committees can also create a report on an issue relevant to their competency and present a proposed resolution on the topic to Parliament. This is known as an own-initiative report.

Rules of Procedure of the European Parliament

This establishes the internal organisation and workings of the institution. Article 232 of the Treaty on the Functioning of the EU gives the EP power to adopt its own rules of procedure.
