Unanimity refers to the obligation to reach consensus between all Member States within the Council so that a proposal can be adopted. Since the Single European Act, the areas in which unanimity is used have become fewer and fewer. With the Lisbon Treaty, unanimity remains the rule for foreign policy, social security, taxation and culture.
